A | TOKYO -- Japan's exports climbed 4.3% in September from a year earlier as shipments of vehicles, machinery and electronics rose while imports of oil and gas fell sharply, the government said Thursday.Exports totaled 9.2 trillion yen ($61 billion) in September while imports fell 16.3% from the year before to 10.9 trillion yen ($72 billion), according to provisional customs data released Thursday. That left a positive balance of 62.4 trillion yen ($410 billion), the first monthly trade surplus in three months.September's increase in exports was the biggest gain since March and was stronger than analysts had expected. The figures suggest strong activity in Japan's vital manufacturing sector despite faltering global demand. Economists said the drop in imports was mainly due to base effects from the year before.In the first half of Japan’s fiscal year, from April-September, exports edged up just 1.4% from a year earlier, to a record 50.2 trillion yen ($330 billion) while the trade deficit shrank by three-quarters to 2.7 trillion yen ($18 billion). Trade with the rest of Asia has weakened in the past half-year, with a drop in exports of computer chips and semiconductor making equipment taking a toll on exports to China.“The global electronics slump seems like it is continuing with semiconductor equipment down 14.5%, contributing to a decline in exports to China, the biggest destination of IT products,” ING Economics said in a report. Shipments to the U.S. and Europe rose, mainly thanks to strong sales of autos and auto parts, which jumped nearly 24%. Exports of electrical equipment surged 17% and exports of machinery were up 18%. Japan's imports of oil fell 28% in April-September from a year earlier, while imports of liquefied natural gas sank almost 38% and imports of coal plunged 37%.。　　自8月20日开始，山东、山西、内蒙古、宁夏四省区实施原产地证书管理信息互认新模式。

C | 　　据悉，新模式实施后，海关和贸促会在审核出口原产地证书电子信息时，对于原产地管理信息互认平台中已发布同一企业、同种产品一年内原产地核查结果的，直接进行原产地确定并签发证书，原则上不再重复开展原产地核查。　　新模式实施首日，青岛开创食品有限责任公司为出口委内瑞拉玉米罐头申办的1份原产地证书被青岛大港海关抽中原产地核查。公司操作部主管赵静并没有像往常一样向海关提交产品原材料来源证明以及生产加工工序、记录等相关材料。　　“这批玉米罐头由位于内蒙古自治区乌兰察布市的一家食品加工企业生产。

D | 今年年初，该企业在当地贸促会办理预先核实原产地时，我们的签证人员已对出口的这款玉米罐头开展过原产地核查。”内蒙古自治区贸促会法律部部长苏道介绍。　　青岛大港海关关员通过中国(山东)国际贸易单一窗口的原产地管理信息互认平台，查询到了乌兰察布市贸促会的核查结果，直接为企业签发了原产地证书。　　“通过采信互认平台中贸促会的核查结果，我们根据非优惠原产地规则中实质性改变标准的相关规定，做出原产地确定结论并签发了证书。”青岛海关关税处处长杨倩说。　　据了解，因结汇以及国外通关等需要，企业会根据国际贸易客户的指定，选择到海关或贸促会为出口货物办理原产地证书。跨省区经营的大型企业申办原产地证书的签证机构可能涉及多地海关和贸促会。根据相关规定，这些海关和贸促会都可以对出口货物开展原产地核查。　　“我们在3个省区设有工厂，并且根据国外客户要求在青岛海关以及山东、内蒙古等地的贸促会申办原产地证书。以前有时会出现海关和贸促会对同一企业的同类出口产品重复开展原产地核查的问题。”赵静说，新模式的实施避免了重复核查，缩减了原产地核查频次，每份被核查的原产地证书可以节省1到3天的材料准备或核查等待时间。

E | 　　据悉，原产地管理信息互认平台还具备海关与贸促会原产地签证风险产品和企业信息共享、涉企原产地核查对碰等功能，跨部门实现原产地证书签发“一次核查、结果互认”，进一步便利企业出口享惠、提升原产地签证质量。　　优惠原产地证书是企业在协定项下享受进口方关税减让的重要凭证，素有“纸黄金”之称。当前，我国出口企业可以在《区域全面经济伙伴关系协定》(RCEP)等23个自贸协定和优惠贸易项下凭优惠原产地证书享受有关国家和地区的关税减让。
